Q. Hello, and thank you for wanting to answer my question. I am doing alittle research on the Bible, and wanted to know if Jesus was whipped with a flagrum or just some old-fashioned leather whip. Although, I would prefer you answer me this question. What is one of the earliest accounts of the Romans using the flagrum that you know of. I don't need to know the most earliest, just tell me what you know. Just as long as it is anywhere before 31-33 A.D. The Roman flagrum, or scourge, actually predates the Roman empire. The scourge can be found in images of the Egyptian God Osiris dating as far back as 2400 BC. Scourging was a normal punishment before crucifixion. Two documents, The "lex Porcia" and the "lex Sempronia" dating from 195 and 123 BCE forbade the flogging of Roman citizens, and the punishment was normally reserved for slaves, non-Roman citizens or those commiting what were considered heinous crimes.
